Wheeling philanthropist, Irene Meagel, died July 21, 1999, and by the terms and provision of her Last Will and Testament, she left the rest, residue, and remainder of her estate in trust to pay 10% of the net income from the trust at least semi-annually, in perpetuity, to West Liberty State College Foundation, now West Liberty University Foundation, Inc. to endow scholarships in memory of her parents, William Meagel and Nellie Craft Meagel, her brothers, William and Lawrence H Meagel, and in her memory. The income from the scholarship trust fund is to be awarded to one or more students annually or semi-annually on the basis of scholastic attainment and need. Irene Meagel, the youngest of three children, was born in Wheeling in 1900. She graduated from Wheeling High School in 1917 and worked for Conservative Life Insurance Company.
Miss Meagel was a member of Trinity Lutheran Church and the Beta Sigma Phi Circle of Friendship, a women’s organization founded during the Depression to foster friendship and support. Through the generosity and foresight of Irene D Meagel, an endowed scholarship fund has been created to benefit students at West Liberty University. She has permanently remembered her family while giving deserving students the opportunity for a college education. Additionally, Miss Meagel’s trust also benefits fifteen (15) other Ohio Valley organizations.

- Eligible applicants must have a GPA of 3.75 or higher
- A minimum ACT score of 23, and a minimum SAT score of 1020
- Applicants must demonstrate financial need
- Preference will be given to residents of West Virginia
